I believe it. I’ve been amazed at how many supposedly secure environments were poorly maintained. Visible cameras that didn’t work, locks that were never checked because the keys were lost, and so on.

Would they walk to Popeyes in prison garb? Or go to a nearby buddy’s house and get others to assist?
