Um no it should not. That's deliberate and you can't just intentionally take the law into your hands.
The biker is making a moving violation, but people do this all the time. It doesn't give you a right to purposely go out of your way to harm them because it offends you so much.
Road rage is not cool. And it's not worth it.. Just let the idiot go on.. is it really worth it? No. It's not.
I am convinced the guy did it on purpose, because of his initial reaction when approached. If it was an accident you would still feel bad for what happened and you would explain what happened. He was a complete jerk about it and you could tell her had a vendetta

Another reason why you can't just take the law into your own hands or get all offended is because..
What if the person is in an emergency situation.. or a life threatening situation..
You never know what someone else's intentions are.. I understand his was not.. but his gf didn't deserve a guy to intentional hit them.. and it's not that guy's place to react that way. Road rage is seriously so not worth it.
He 100% deserves to serve prison time for going out of his way to harm someone.. over something so stupid.
