I've often thought the best use of this building, from a practical and historical point of view, is to connect this to the medical student / employee industry.

Build a ton of housing in it. Offer it to all of the students/resident docs who work at Tulane, UMC, and VA hospitals. Turn part of it that can be used by families, visiting doctors, etc, into a sort of hotel, kind of like Brent House at Ochsner. Since the tax credits will require some low-income housing, offer that to the CNAs, orderlies, and other low-paid workers at the hospitals.

Build in some classroom/office/study space. Build some retail/cafes on the lower levels.

Then, create a 24 hour shuttle system connecting it to the three hospitals. So that people who live there can get to work without having to drive, walk, or use public transport.
