The picture of the two Iranian men with the same legs is just completely bizarre and I've seen no reasonable explanation.

FWIW some of the comments from that link are interesting.

Could just be the camera quality from that angle.

Why would the government release a photo that causes them problems?

It seems pretty clear to me there was a fold in the copy and they weren't trying to hide anything.

It looks like they had a larger photo of the guy on the right behind the half body photo when they photocopied them to release....
