Flapping Pierre,
Are you being billed for all the other apartments or even just for those near you?

The fact that you are in an apartment is a different twist. Is it a true apt complex, or, just like a mother in law apartment?

How much does your monthly bill normally go for?

Dispute it, show your previous 6-9 months of bills, copy your councilmember.

Could be a leak.
Could be a misread meter.
Could be months of catching up for underbillings
Could be a data imput error

That's the problem... there are so many possibilities as to why the bill could be incorrect.

they told us they wouldn't ever turn our water back on, and put a lock on the valve.

This whole thing happened to me when I lived in North. LA. Got a crazy bill for 45k gallons. Called to dispute and they said it was obvious I had filled my pool. They came out. I didn’t have a pool or a sprinkler. Lots of shoulder shrugging and “IDK’s” from the water billing people. I refused to pay and they eventually shut off my water and put a lock on the meter. I already knew that the City used all common padlocks because some genius decided that way they would never have problems with keys. My next door neighbor ran the local little league and had a city padlock key to access the ball parks. He let me make a copy of the key. So I would remove the lock and throw it away each time this happened. I tossed two or three of their locks over about 18 months. Finally I went and bought the exact same type padlock from Home Depot and locked the meter in the ON position. It stayed that way up through when I sold the house.

NOLA doesn’t have a monopoly on fricked up water billing and operations.

Its not hard to dispute, just call them first thing in the morning, 8 am.

Two weeks ago, I got a $350 water bill, a day later I got another $480 water bill. Previous bills have been below $100.

They put it under investigation and called to set up a meeting within 3 days.

This is my first monthly bill for the place. I already paid $100 deposit. I’m wondering if they are charging me the whole apartment. Still seems like a lot for 4 apartments

You have the bill... go out and read the meter. Is it accurate? What is the reading on your last bill. Simple math will tell you what happened.

I've read of people getting 16k bills.

That should have been in the OP. Sounds like you are getting billed for the amount from when it was read last until now. No way I would pay that.

The other thing that ramps up a SWB bill is the (crap, I can't remember what it's called) a fee that is added on for each unit in an apartment building. Projects don't pay it.

It used to be about ten dollars a month and I'd have to call and tell them how many vacancies I had and they'd adjust the bill. Then they raised it even higher after we left NOLA.

You may also be getting hit with those charges.

I frickin' hated dealing with the SWB.

That's in BR. You underestimate the incompetence of NOLA SWB.

I have a friend who called in 5 times to get his water turned on. They repeatedly said it was on and it was a plumbing issue that he would have to resolve personally. Finally he manually turned it on. This was 6 months ago. They have not come out to turn it off and he also has not gotten a bill.

Likely either a leak on your property or a misread meter. Be sure there is no water running in your house and check the meter after an hour to see if there is a leak. Also, call them and ask them to come and reread the meter.

Don't be an arse and utilities will generally go out of their way to make sure you are treated fairly. Even if you find a water leak on your side of the meter, let them know and they will usually cut you some slack.
