Back when I was bidding construction work, i used to make architects designate SWB fees in the bid documents because one contractor could call and get a quote for $5k and another could get a quote for $15k.

First of all, the SWB needs to be privatized.
Second of all, it is incomprehensible how much public corruption has gone unchecked in Nola since Letten was forced out as USA. Any halfway decent USA would have put much of the Landrieu administration in federal prison.
