I don't understand why you punish the players and teams here. If anything, you set a precedent now. Your team is losing, start some fights with opposing fans so the game is called and it's a no contest.
It doesn't sound like any players were involved. Just delay the game and clear the grandstands, then finish the game in an empty stadium.
Don't punish the kids because the spectators can't just watch a football game and cheer on their team.

1) it was preseason. Curious what they would do if regular season
