The only way that Uber can become "the only show in town" is if they're either significantly better than cab companies (good) or via government protection (bad, basically what we're doing for cab companies now). If NOLA allows the free market to do its thing, Uber will have competition from similar services so long as the government doesn't prevent entry into the market.

they want to force, via legislation, having to use a louisiana-licensed car (which will be limited by government). they will use this to keep Uber's black car service out
these limo owners are just mad that their government-based cartel is being threatened and they'll have to compete on price/service (more price for limos....service for cabs)

You are really missing the point bro. If they don't price uber out the market and let them compete strait up with the local guys the local guys will be out of a job. If these guys are out of work they will be out on the street adding to the population of bums in the city.....
