No FEMA money if you are in a flood zone?

Had breakfast this morning with a client who works in disaster recovery (he's about to get real busy). He was telling me about a requirement put in after Katrina that if you own a home in a flood zone at a higher risk than the X zone and you do not have flood insurance, that you are ineligible for federal assistance. He was also saying it would take federal action from Congress to waive that.

Anyone else hear of or know about this?

People who live in X zones would not have this apply to them.

In addition, he made a good point. People say that if they live in an X zone, then they are not in a flood zone. Everyone is in a flood zone if your community is part of the NFIP. The X zone just means you live in the zone of least risk. Not a zone of no risk.

Finally he said he would not be surprised to see mortgage companies in the future require everyone in South Louisiana to purchase and maintain flood insurance, even if they are in the X zone.

Just curious what y'alls thoughts are on these issues.

Should be too. Its needed across the country to stabilize premiums too.

I agree that this is how it should be, but this will be a very small percentage of people, so even if they do receive some assistance, I'm not going really going to care

in the grand scheme of things, helping people after a natural disaster is the least of things that I would get outraged about

That would make sense, because if they go around a cover everyone there would be no incentive to carry flood insurance. It appears that just about every time there is a flood, a federal disaster is called in and FEMA shows up.

In that other thread it quote JBE as saying that it was a one time option for those in a floodzone that didn't purchase insurance

the FEMA money, in no way, covers all the costs

its assistance, not full coverage

The opposite seemed to happen with my health care insurance.

That said, I don't have a problem with everyone with higher risk than zone X (after they inevitably redraw the flood maps) have a flood insurance requirement.

I can also imagine people being upset if an abundance of assistance was offered to Katrina flood victims but not this extraordinary event.

not quite the same here. Flood insurance should be a requirement with federally backed loans. Private or Federally policy isn't forced.

No it didn't. You still can't comprehend that what he meant by floodzone is all of the parishes declared a national emergency.

Those people in those parishes can receive FEMA money if they have never flooded before.

I worked for FEMA for 7 years after Katrina and there was this term that everyone knew: "FEMA Flexible". We would tell people no all the time, but all they had to do was bitch to the right politician and the rule was thrown out.

From FEMA:

The disaster survivor has necessary expenses or serious needs as a result of the disaster that
are not covered by insurance or any other source.


Looks like a condition of receiving assistance is that you will have to get flood insurance:

Flood Insurance Requirement: Applicants whose homes are located in a Special Flood Hazard Area and who receive assistance for Repair, Replacement, Permanent Housing Construction, and/or Personal Property as a result of a flood-caused disaster must obtain and maintain flood insurance as a condition of accepting disaster assistance.
