I'm guessing they didn't announce themselves as police officers. Maybe wait and see if anyone responds? Maybe?

The article said this is a crime ridden neighborhood. Google earth shows it is not. It looks like old Broadmoor, pre invasion. The yards are well kept and people leave toys and other belongings out in the front yard.
In a high crime area people do not leave things out and unattended because they will walk away.
The police chief's interview made it seem as if he had no knowledge of the situation. He surely already knew what happened if one of his officers had been shot, as well as the resident of a middle class neighborhood and his dog.
It is poor deflection and pre-emptive protectionism.

Except for the dog, this is great. I only wish it was the homeowner who shot the cop and not friendly fire.

Incompetent, trigger-happy cops is what we have here it sounds like. Horrible.
That homeowner is going to get a nice settlement out of this.
Why not surround the house, knock on the front door, ask the owner if everything is ok, then go on about your evening? Or, get in touch with the caller, have him point out the house, then proceed?

Simple common sense solution yet cops are low IQ people. They are enforcers....not thinkers.
The guy had no address. All they had to do was to tell the person who reported the suspected break in to stay where they were for a couple of minutes until police arrived to his location. Man could then point and say "that house." But no.....lets just guess and go see what's behind door #3. fricking idiots.

It sounds like they just went to the back door and barged in without announcing they were there or knocking, the dog started barking at them, and then fumbled into a retreat....shooting their way back out.
How could you say you don't know if the homeowner shot? That would take 10 seconds to ask, and 30 seconds to smell weapons
I'm gonna assume I have enough trigger control not to shoot a cop, but if he shot my dog, my fingers all of a sudden might develop Parkinsons.
I mean seriously, all they had to do was knock and then not shoot each other

You just don't understand the dangers police face ON A DAILY BASIS! If they had just knocked the homeowner might have had a chance to flush a hand full of marijuana down the toilet, AND THEN WHERE THE frick WOULD WE BE?! See you just don't think about these things, and why should you, it's not like you have to saddle yourself with the stress of strapping on gear like a Delta commando, kicking in doors, and shooting dogs (at possibly the wrong house, who knows, we'll sort it out later)...

But, it is possible that they could have done this. And it is also possible that the dude in the house was up to no good and attacked a cop or something before being shot.
Again, I preface it by saying it's probably not that, but I'd prefer to get all the facts before making definitive statements or assumptions.
We do know certain things were 100% botched, like getting the wrong house, so it is fair to speculate that other things were probably botched as well, I'll give you that.

Is the protocol that the cops go in silent or clearly announce their presence (siren, bullhorn, etc...) when they arrive at the house in this sort of scenario? It just seems like entering a house that may be inhabited unannounced with guns drawn on a vague tip is asking for trouble.

The Chief (Not Chavis) said they definitely announced themselves as LEOs, loud and often. He did not appear to know any other detail about anything beyond his name, rank and serial number.
I feel sorry for the LEOs in his dept. He does not care enough when one of his officers is shot in the thigh to even ask what happened.
