Next blunder out of Kenner: Mayor wants to move City Hall to the Mall

What saves failing retail? A government complex.
Looking to capitalize on the build up that never happens when a government office is relocated. Mayor Zahn wants to move from the offices from the buildings and the land the city owns outright. To expensive retail locations.
The Macy's building is the goal.
Every week I feel like this guy is crazy.

Is Esplanade really doing that bad? I haven’t been in years, but growing up that’s where we’d go while in town because my parents didn’t like to deal with Lakeside and Veterans.

They made our failing mall into city offices and it was a good move but this was a mall with nothing in it at the moment so maybe a big different.

You wouldn’t even recognize the current esplanade mall. The one from when I was a kid in the early 90s is loooooooooong gone.

I last went to the Esplanade mall around 2006 and had no idea it was still open.

BR has a mall in similar dire financial straits.
Their plan was to add a "For profit" college to the property. That lasted about 20 seconds

Its outside the box, but if it revitalizes the mall then people will be calling him a genius. The mall is barely surviving right now. City Hall would bring a steady stream of additional traffic to the mall. One would think that the uptick in traffic at Esplanade from people stopping by City Hall would also bring an uptick in sales for mall stores and the food court. Might actually make Esplanade Mall viable for long term survival.

Check out the current directory. There's only one or two legitimate stores right now. Macy's already left, the Dillard's is actually discount Dillard's which looks like a thrift store inside at the moment.

Using a retail anchor store for an office building is a dumb idea.
They have no windows. And that's for a specific reason. Like casinos, once you're in a department store, they want you to forget the outside world, just focus on their merchandise and displays.
Office buildings are different. More utilitarian in nature on the interior, divided into rooms and such (not open-flow floors like a Macy's), you need SOME windows for natural light and ambience. Also, a division for hierarchy (higher-ups get window offices; entry-level gets cubicles inside.
I'm sure they could try to retrofit it and add SOME windows, but that façade is some type of stone. Will be expensive.
