Do you have any idea how fast a good character rule would be seen as racist in the US?
The idea would seem amazing for SJWs and BLM folks at first until the actual rules became apparent that it wasn’t good for the people they hoped it would be.
The idea that you actually HAVE to behave yourself and act like a decent and law abiding citizen would crash in their face.

That's not what I hear. Hell, George W Bush had to get a waiver to visit Canada during his term because of a DUI in the 70's.
edit- after googling I can't find any hard evidence that he had to get a waiver but there are plenty of articles about his situation.
