It’s actually a great program for both parties if you stop the brain drain. A $50k investment by the state pays back by multiples over the life of a white collar worker living in the state.

I guess I'm not explaining my pt well enough.
At 18, I'm not signing a contract to limit my future to LA for however amount of years after graduation.
I may stay. I may not. But, I'm not making that decision before I start my journey.
TOPS gives the state 4 more yrs to convince LA students to stay home.

Yeah, I would have done the same thing either way. I know what I did, the program was available to me so I took it, that doesn’t mean it’s a good program. Pretty simple

So if a student just graduated from HS, has the GPA but not the ACT requirements, can they take the classical learning test now and become eligible for the excellence award? Not sure how this addresses already enrolled in state college students and whether it will be retroactively applied

Using your logic, how is a same situation a worse deal?
My logic:
Always a chance to get student loans forgiven, depending on occupation and politics. A LA abandoner who took TOPS with a stipulation to stay at home won't have that option.

I’m not ignorant to the fact that it’s not fair, but life isn’t fair. I didn’t choose to create the program and I’d in fact have been against it when it was proposed.
But I’m also not above admitting I’ll take bullshite advantages given to me like most people

You need a white collar role for that worker to fill. That $50k would be better spent training a swarm of HVAC techs, amirite?
