I haven't ever paid one, but when I'm in the city, I make it a point to park as close as possible to the person behind me so the scanners can't see my plate. My buddy has been booted twice already

They have white vans with cameras that drive around and scan the license plate. I lived there for about 8 months after I got 4 in about a two week period for not stopping at a red light on St. Charles when I was turning right.
When you park, just pick a leaf up off the ground and stick it between the licence plate holder where it covers up one of the numbers or letters on the license plate. You'll never get caught as long as you park legally. The scanner cant pick it up and if anyone questions you, just plead ignorance and say a leaf must have fallen and gotten stuck.

my truck/get a new one? Do the fines go away, stay with the truck, or require payment upon title transfer?

You can go to any title place, and just get a new plate and the fines go away. That is by far the cheapest route. It's cheaper to swap a plate than to pay the cheapest fine.
The fines attach to the plate. Once that plate is gone, they do not transfer to the new one.
The scanners will still look for that old plate.
This is not a criminal ticket, and it has no legal standing or ability to incur flags or prevent any changes in vehicle registration or title.
Just keep trying out new vanity plates (not personalized, I mean like LSU, Saints, Black Bear, etc.,..)

Lafayette got it right. Speeding and Red Lights camera tickets are $25. shite, it's cheaper to simply pay them than to go thru all those shannagans .
