YOU clean them out
Not the dumbest strategy as everyone will whore themselves in a quick minute for some internet fame. However, it still shows NOLA's incompetent government. People that live there pay tax money for government employees to clean those. So not only are you paying for someone to do it who isn't they want you to do it for free.

The challenge is pretty simple. If you run across a clogged catch basin, take before pictures of it. Clean the front of it and take after pictures of it.
That's too much effort for the culcha. Shooting someone is much easier.

I seriously doubt grass clippings is the major issue.
Its trash that clogs it up.

This is what First Sergeant called "Implied Responsibilities" when you came across a cigarette butt or trash on the ground or something out of place.
Except it's being implied by people who's job is to actually fricking clean these things that YOU do it.
Just wait till they call it "Social Contract".

When that doesn't work, they'll trot out the old standard "Civic Duty."

Sure thing, right after you lower taxes since you aren't taking care of things taxes pay for.

Yesterday the city council blasted Cox Cable for only having one office to pay the bills at.
Instead of criticizing a company, maybe they should do their job and fix the public transportation in the city.
quote:
City Council President Helena Moreno said she agreed with Coleman, telling Cox it should consider how difficult it is for people to get to Elysian Fields Avenue because of the city’s challenged public transit system.
“If you’re trying to take a bus from New Orleans East ... you may have to take two separate buses just to go over there to try to pay your bill. That’s a problem,” Moreno said. “I think you really need to look at having different satellite offices in different part of the city.”

It's not quite that high but it's up there. It's especially problematic Uptown because all of the pretty trees are constantly dumping leaves, branches, etc, into the street. The parking is terrible so most have to park on the street. No one is paying attention to where the storm drains even are.
In my hood in Algiers, we do a pretty good job at keeping them clear. Pretty much whoever is cutting grass checks it on any given day and if there are any issues we just clear it. That ain't happening in the hood-hood I can promise you that.
