Another angle to this, and it's not a huge issue. This will also cost New Orleans some convention and tourist business.
The International Premium Cigar and Pipe Retailers' Association has held its trade show in New Orleans three times in the last ten years, namely 2005, 2009 and 2010. They are scheduled to be here this summer, but will, in all likelihood move the show to Las Vegas where there's always a welcome for them.
This is a medium-sized show for the Morial Convention Center, but they also bring a couple thousand people, all adults, many of whom do NOT stay in the same hotel room. So we will lose those room sales, the show is at least four days, for some exhibitors it's five, even six. So, three meals per day from a couple thousand folks, not eaten. No revenue in bars because one may not smoke in the bars.
The Convention Center employees don't get to work a show (and steal cigars off the loading dock) those who move product, build exhibits, are out of work.
The folks who come to this LOVE New Orleans, now they dislike the mid-summer climate, and the theft and other red tape of the Convention Center and the State Bureau of Alcohol, Tobacco and Firearms. But they love the food, the bars and always have a good time here.
Plus it's usually at a time when the city's convention activities aren't as busy.
No more. Gone. After the thefts in 2009 and 2010, as well as the state charging sales-tax on freebies, they swore they'd never come back, and it took five years. That's going to change, another black eye for New Orleans.
Maybe the Council really wants to have more drive-by shootings, so forcing smokers outside will give the shooters more targets.

I find it funny that I'm a smoker and go to a few bars in NOLA that are non-smoking bars. I have no problem with them. But, the non-smokers are complaining that they are killing themselves by willingly entering a smoking bar, and have no clue that non-smoking bars even exist. I guess they are clueless about having your rights on private property being taken away as well. Fall in line American sheeple!

No, talk to the owner about it.
If they values your business they will make it happen.
Don't be non-confrontational about it and pass a law to force them to do something they don't want to.
Great example is Avenue Pub. Recently Polly made adjustments to her business since the overwhelming majority of beer drinkers didn't want smoke.

I'm your huckleberry. I am very considerate in public and private places where smoking is illegal or legal, except for bars. If I'm outside and someone is 15' away and my smoke is going in their direction, I'll move, or put it out. Im very aware of my smoke and the fact people dont like it. I also won't smoke outside (where it's legal) when tables are close together.

Are you really comparing a donkey show to smoking cigarettes?
