I don’t know if they are down or not, but he is referring to tower departure that handles getting them on/off the ground and hands off the plane to regional ATC.

if the Wx gets bad enough they shut it down and say AMF, becomes an uncontrolled field to any bold enough to continue

All part of the same facility and if not Houston Center can take over.

There are contingency plans in place for stuff like this.

Most back up generators in New Orleans are located in the deepest hole they can find. That way they are hidden from the water.

Fantastic! But that doesn’t matter. New Orleans has a super-reliable power grid and Entergy doesn’t suck at all.

still going to be an uncontrolled field, if the tower has been abandoned, probably more prudent to go elsewhere, if you're with the company I think you are, there's plenty of unpleasant precedence set from this
