That's exactly what happened. Even if someone wanted to move there, why would they dare park any vehicle they own in an open driveway? A garage would at least be semi-secure.

That's exactly why these programs don't work. The people that can afford a mortgage on a $140k house don't want to live in Zion City. They eventually just turn to strictly section 8 or rent controlled and rapidly decline.
