Nah, most likely a very large fuel air bomb.

Set off a few of these at Barksdale but definitely not as large as in this video. For a small one we used to have to call the tower and let them know due to the plume. Definitely think you are spot on.

What is the point of a "tactical nuke" anyway?
If you're hitting a small target just use a regular explosive bomb? Or are you just try to spread radiation over a minute distance?

A tactical nuclear weapon is designed to be used on the battlefield with friendly forces within close proximity or within contested friendly territory.
They can be anywhere between .1 and 15 kilotons in yield.
