Belief certainly is how one would have to define that, because reality shows us that not every market ends up perfectly competitive and very often things are messy and you get market failures routinely.

ISPs aren't a free market. And if they were to implement a fast lane for a fee, it would stifle innovation.
They're already spending millions lobbying to prevent municipalities from creating their own fiber network, because they don't want the competition.
If it were a true free market, you'd be right. But it's a government sanctioned monopoly.

If it means reigning in companies that have already been proven they'll screw Americans at every step to increase profit, they needed to be regulated properly.
If they hadn't already down their greed, and what they're willing to do, then we wouldn't have placed them under title 2. They did it to themselves, then bribed their way it of it.

It does not.
The only argument on that front that has been offered is that the loss of potential profit would of been put back into building out networks.
But that falls apart on two fronts, one, investment has remained largely unchanged since net neutrality, and two it ignore that it is already heavily subsidized and other measures, measures Ajit very much favors NOT overriding like bans on municipal broadband, actually hold back innovation and avenues of competition.
