You cannot touch your neighbors tree. You cannot prune it, grind the roots, sever roots, etc. per Louisiana law. You are better off removing the concrete drive and installing a flexible paving system like interlocking pavers that can be re-installed if they move or gravel.
LA,revised statues relating to trees on neighboring property:

Trees, cutting without consent; co-owners and co-heirs; penalty A.(1) It shall be unlawful for any person to cut, fell, destroy, remove, or to divert for sale or use, any trees, or to authorize or direct his agent or employee to cut, fell, destroy, remove, or to divert for sale or use, any trees, growing or lying on the land of another, without the consent of, or in accordance with the direction of, the owner or legal possessor, or in accordance with specific terms of a legal contract or agreement.

You are right. That is the new law starting this year.

Moreover, I found out that if you do anything to the tree, like trimming roots despite getting the owner's consent, and ended up hurting the tree, it is your liability.

I didn't know the type of tree that was there when I built my house. Never realized that would be a problem down the road.

I appreciate the various reasonable perspectives posted. However, I find some posts with ugly comments were totally uncalled for.

It was smaller then, without much branches overhanging the driveway and dropping acorns. It looked nondescript then, very much unlike the fully grown oak tree with far reaching limbs. I have to admit I did not know that much about trees. In retrospect, had I known about it, should have avoided putting a driveway there.

Now, there is another twist to the story.
The same neighbor decided to plant two cypress trees approximately 6 feet from my property line 4 years ago. Now, multiple cypress knees are popping up along my driveway, as well as in my planting bed at the end of the driveway up to 18 feet from the tree. Cypress knees are known to break driveways, and A/C concrete pads. Should he do something to mitigate or avoid damages to the neighbor's property? In this setting, I believe he planted the wrong kind of tree too close which can be problematic.
