Call the non-emergency police line. They will send someone out to give an official warning.
Animal control can't do anything other than a welfare check...though this may vary from state to state.
We've got neighbors across the street who leave and their 3 dogs get out constantly and don't stop barking until someone comes home.

All you folks talking about the Haitians forget that some Mexican grocery stores sell dogs.
Just find yourself mumbling out loud about wishing someone would get that dog at 123 Spring Street while wandering around the local Home Depot.

What kind of BS setup is this? Half of the reason an HOA exists is so that homeowners don't have to get involved is stuff like this b/c it's supposed to be handled by the HOA, not between homeowners.

Exactly, I thought it was anonymous and my wife works for an HOA and she confirmed we would get outed. They'd know it was me if it was anonymous since I already talked to the husband.
I am probably going to get that bark box and setup a perimeter to every back yard behind me.

Best of luck there... I had an a-hole neighbor who had a huge dog that she never walked so it was pent up and very territorial over it's back yard...got so bad that eventually all I would have to do is open my patio door and it would lose it's ever loving mind and not stop barking till she took it in. I got a bark box and it worked for awhile so I know the tone bothered it, but the dog's urge to bark was so high it eventually would push through the pain and still bark.

that is absolutely NOT some kind of universal HOA thing. It would 100% be entirely up to the managment company (assuming your HOA utilizes one) but I have never heard of a system that isn' anonymous. That doesn't make a lick of sense.
I mean how would that even work? You make a complaint to the HOA then they tell the neighbor that you did? There is a miscommunication somewhere.

She would also just leave the back door open and if it hear anything going outside it would charge out into it's back yard and start snarling and barking. Scared the shite out of my son a few times.
I eventually started yelling SHUT THE frick UP over the fence when the bark box failed and she started getting the hint... why it took that for her to realize this thing was annoying is beyond me

Buy a remote bark control device like Bark-Free. Bunches of the available. When it detects the tones of a dog barking it emits dog whistle type sound that annoys the dog. That may or may not work. Do not buy one with it working in mind. Instead, get inside the device and find out what feeds the dog whistle sound device. Hack into that branch of the circuit and break the speaker through a relay. Break a old style stereo through the relay, plug it up and turn it on as loud as it will go. Aim the speakers toward the offending neighbors house. Tune the stereo to an annoying station, heavy metal, Christian rock, that sort of thing. Crank that fricker up. When the dog barks the bark controller will send a signal to the relay, the relay will close and the stereo will start blasting music at the neighbors house. You will need a remote off and a timer on the relay to keep the music playing when the dog bark detector times out. When the neighbor has had enough of the music blasting at them tell them you have no idea how its happening but every time their dog starts barking that damned music starts. When they complain to the HOA and the police explain to them you have no idea why its doing but it only does it when the dog is barking....chances are pretty good it will happen when they are there. I actually made a switch that opened a sprinkler valve that sprayed my Labs kennel when she started barking. It worked like a champ...every time she barked she got a good soaking from the hose....and loved every minute of it! I have seen her turn that hose on and start biting and playing with the water.

Check for any local noise ordinances. Most cities and towns have a law that applies to dog barking. Locally, our law is that if a dog is barking more than 15 minutes out of an hour, that is a violation and can result in fines, etc.
Perhaps inform your neighbor of the law (if you have one), and let them know that if it continues, you will have no choice but to notify the police.
