I don’t agree with his methods but stray cats can be a nuisance animal if you don’t cull the population from time to time. If it makes you feel better to let animal control come pick them up and kill them for you (because they absolutely will), more power to you. If you want to trap them and bring them to a No kill shelter, again more power to you.

I am leaning to reporting them because it starts a chain reaction of barking from the neighbor on the other side of me and behind him with their dogs.

No but it meant it killed them every time.
I understand antifreeze takes a day or two to actually kill, but nice attempt at a setup.

The bark noise maker thing works good. I had the same issue and I just tie wrapped that thing to the fence. The dog would stop and run to the other side of the yard.

I had this problem like 15 years ago. A couple lived next door, the husband shipped off overseas, and the wife worked for a surgeon and had to leave for work at like 4:30a every morning, so she’d put her yappy dogs outside and they’d go nuts until the sun went up.
LIKE A MAN, I went to talk to her to see if we could find a solution. She offered me a key to her house so I could let them out.

People like this absolutely do and don't care. They truly cannot fathom a world where their precious pets are annoying to others.
I get up early at about 6 to walk my neighborhood and it's a symphony of barking dogs...not being walk or let out just in backyards barking and howling. I'd be livid if I lived next to them as it would wake up my wife and kid every time.

I have the same problem but neighbor across the back fence is in a different HOA. The dog doesn't bark but just howls.
When I get enough of it, I yell from the patio, to "SHUT THE F*CK UP!" and it usually does for 30 minutes or so.
