As a cat owner, I can assure you that the other owner has very little control over where his cat roams and shits. Calling animal control will just aggravate the situation.

If it’s so much poop that it is really bothering you, I’d bet that more than one cat is doing the deed in your yard.

The cat climbs trees and jumps down onto the top of the fence. There are no other access points that I am aware of.
