Neighbor cutting grass at 8:45 pm

I know there have been several cutting the grass too early threads, but my neighbor is cutting the grass now at 8:45 pm. It’s dark and he has one of those strap on coal miner/surgeon lights on his head. Kids are trying to sleep.

He probably has shite going on and is getting it done when he cane.
Is there a noice ordinance where you live? Most places it's usually 10PM or around that time.. So if that is the case, then he is well within his rights to mow his grass at 8:45PM.
