it appears that the only one that looks like a noose is stall 5

you can see most of the pull downs are straight, with stall 5 having the "noose" pull down
if it does turn out to be that pull down, it might just be a simple case of misunderstanding that got blown way the frick out of proportion

If the drivers never go into the garage due to new rules, what would be the point in someone placing a noose in his garage if he would never see it anyway?

That's even worse. That means they are an idiot who is in some way in charge of a vehicle that regularly travels closely to other vehicles and they're all driving 200 mph+.
