When I started there around 1990, the corruption was rampant and accepted as good ole boys doin' business To correct that problem, the measures may seem draconian without knowing the context and background, but they fixed the problem.
The downside is it's more difficult for me and former colleagues to do unethical, if not illegal, things. I can see how that may enrage the BLM generation.
