It seems to me that a population that makes up only 13% of the country committing half of all murders means that population must be pretty violent. That's probably just my privilege speaking, though.
13% of the population isn't committing half of all murders. Half of all murders are committed by people who are in a minority group that is 13% of the population. These are not the same thing.
The percentage of blacks that commit violent crimes is FAR lower than 50%. It's probably less than 10%.

Attempting to treat the modern political parties as if they have been somehow constant over 200 years is utterly insane. But it is of special note that this insane person evidently dates the beginning of slavery only to 1815.
