I am truly surprised at this news. When John Adams polled many independent producers this program was overwhelmingly approved. This program with LORA has saved the DNR from having several thousand wells abandoned and becoming multi million dollar liability of taxpayers to clean up orphan wells. My personal dealings with LORA have been very professional and very helpful. We are very disappointed in the news of the alleged corruption. My opinion is the new commissioner of LOC appointed by governor Landry smelled a problem and sped up this investigation..Fair warning, if LOC does not continue with LORA or similar program, be prepared for thousands of new orphan wells. Truly terrible that a great idea has been allegedly corrupted.

As an operator we pay 3.5 % each year to LORA of our required bond for LORA to post the required financial security. There is no public donations accepted by LORA. In the past if you were a prudent operator you were “grandfathered “ and were not required to post financial security. This is what led to the thousands of orphaned wells. When LOC changed this program and required financial security most of us were unable to come up with the cash bonds. Therefore the idea proposed by LORA was a savior. I do not have the $ 1,800,000.00 to bond my wells. Therefore the 3.5 % annual payment to LORA was a great program. The orphan Well problem was brought on by LOC not requiring financial security for decades.
