A lot of nuance in this situation. Only one is an option:
1) The girl doesn't have much experience with guys, so she liked the attention.
2) She was drunk, knew it maybe wasn't a great idea, but got caught up in the moment.
3.) She was flirting with HIM and knew exactly what she was doing.
When I was 18, older men hit on me and my friends all the time. We always thought is was funny (and kind of sad) and none of us had any interest in them because a) we didn't have daddy issues and b) we had plenty of 18-21 year old guys giving us attention. Definitely not interested in hanging out with whichever Santa Claus du jour thought he had a chance.
And the crazy thing is I remember specific instances of men hitting on me, and looking back on it now, I'm still not as old as they were when I was 18-19. It absolutely happens, and a lot of times, girls who don't have a lot of options go for it.
