I think he means that the girls' shorts or skirts are only considered too short if the girls can put their arms & hands down by their sides and their fingers touch skin.
We were always told uniform skirts had to be "fingertip length" so I guess that's the same thing.

This seems to be the case. Upon more information I received last night, apparently it was one teacher that had the issue and told her she didnt care if her cheer coach did tell her to wear them, she didnt want her wearing them in her class.
