My new boss is a time watcher and IT forces our screen to go to sleep after 15 minutes.

Anyone have any experience using a mouse jiggler? From my research, they appear to work, but I read that IT could track the use, but wasn’t sure If that was true.

Sounds like your boss has good reason to be a "time watcher".

Operating instructions for a Mouse Jiggler Pro X550, which I hear is the best model.

Step 1: lift hand
Step 2: place on mouse
Step 3: move mouse slighly

Have you ever heard of Caffeine?

It moves your cursor one pixel per 10 seconds or so.

It sounds like you have a shitty boss and work culture though.

Set your phone timer for every 12 minutes on vibrate and put the mouse on it.

I would outright refuse to work for an employer who did this to its employees.

Screw that and any boss who's on board with it. That's not how you treat employees and it damn sure isn't how you keep good employees.
