How did the car slow down by 25 mph in 2 seconds?

I’m assuming the alter — he was only 4 miles away. Dead of night — could be hard to find if all electronics/lights were disabled.
I thought the same thing at first, but it appears that the dispatcher routed the deputy to the right location, and about 7 minutes before the deputy arrived there were already other civilians who had stopped at the location of the wreck and called 911. I don’t really buy the idea that the deputy couldn’t find the accident.
I think the reality is that they approached as as a non-emergency call and didn’t rush to get over there. The responding deputy was apparently coming from “Burbank and Gardere” which is where the EBRSO substation is located. He may have been inside at the substation when the call came in. Maybe he was taking a shite. Maybe they hauled arse once someone else called in an accident with injury. Maybe he was already en-route at that point.
Ultimately I don’t think it’s really debatable that EBRSO could have got there faster. The real question comes down to what type of response we should expect from these automated 911 calls, particularly if (as EBRSO says) they are getting hundreds of false alarms and non-emergencies for every one emergency.

It was raining and late at night. Quite possible to pass a car buried in the trees off the road without noticing... Particularly on that stretch of Nicholson.

Hard braking, mud, tall grass and the vehicle sliding sideways will slow it down drastically. I guess...

I completely understand her anger.
The kid is a dumb arse and deserves the punishment coming his way, what if he hit another car and an innocent person was hurt.

I do think the response time is fricking atrocious and unacceptable, however, slamming your car into a tree going 113 mph has very little chance of survival probability

I don't know if that info is conveyed on the call or not. They can get that info after the fact but not sure how fast during a call or if the cell phone company gives up that info without a warrant.
