I'm guessing the oil rig life jackets to be put in the distribution centers.

Of all the stores that sell life jackets like Academy sports, walmart, etc...all those are nationwide and a person in Louisiana wouldn't have a pulse on that kind of info.

I have a hard time believing river water would flow through Livingston Parish with the levee failure event you described in the OP.

It would most likely eventually flood parts of Livingston as it flowed into the Amite.

It would flow into the Amite River, then backwater flooding would occur in Livingston.
