Well, to be fair, one would have to cut that to 350k for females, exclude the age-inappropriates for your criteria, and pretty soon, you're talking about 140k real candidates. Out of 140k - probably.
Of course, we don't know how many of those are actually in the pageant game or what ole girl's competition was. "Hotness" obviously isn't the only criteria for these things, as they have to demonstrate talent, answer questions and shite.
Plus - Yankees (with some exceptions) are uglier than Southern girls - just in my humble experience.

Pageants rarely find the "most beautiful girl in our state"
It's a very close knit group of judges and organizers who decide the winner. Many times it is a girl who was raised up going to pageants and was "next in line" to win. A dark horse outsider has virtually no shot no matter how hot she is...

When I was in college, I was asked to dance the two-step with one of the contestants in the Miss Dallas pageant (they did a two step group dance as part of the pageant). The girls have a ton of tricks to look better, and when I saw them at rehearsal without all the makeup, hair, etc., only about 1/2 would qualify as a girl that would stand out hotness wise. They also work out and diet relentlessly.
When I was a freshman, a guy in our dorm dated a former Miss Oklahoma. She wasn't particularly good looking in person and was a little thick - but she photographed well and looked damn good in the pageant.
