The whole point of this exercise seems to have been to juice the leftist base, to try to appeal to them that somehow the Democrats were "fighting" for them. If they get people out and they can walk away with wins, even if they were in areas where they were already leading, they can say, "Hey, look, guys, we beat them," and convince the left they've done something. It gives them something of an off-ramp to argue.

They likely think this can help them in Virginia, where there are a lot of federal workers, and then they can all come out to vote. Maybe. But the federal workers and others in Virginia might also realize it's the Democrats who have been behind the shutdown. We saw Republicans had actually gained in approval since the shutdown started. We saw that the largest federal employee union, the American Federation of Government Employees (AFGE), has called for everyone to vote for the clean CR and open the government.
