Yes but if you look closely at the Memphis map their main hwys run North, South, East, and West with some semblance of uniformity.
Look at Baton Rouge there is a neighborhood here, shopping center there. Roads have 4 different names. There are 15 lights between the interstate and 1/4 mile.

Our infrastructure is abysmal.

The entire I-10 / I -12 corridor is abysmal. I-12 should be at a minimum 3 lanes from Slidell to College Dr. There should be a loop starting just east of Walker and crossing the Mississippi at just north of Plaquemine . It will happen one day....when it will then be obsolete at the end of construction

I-55 looks kind of dumb. To stay northbound to cross the river you have to go through a cloverleaf. To stay southbound after crossing into Tennessee there's only one lane.

What's funy is that Memphis doesn't really need it. Traffic isn't half as bad there as New Orleans, Baton Rouge, ATL, Houston, etc.

And there is 0 growth.

Peter it's where I'm from and part of our land was actually emminent domaine'd from us to be used for it, I can assure you that at least 90% of it WAS farm land

Private companies drag shite out to maximize profit.

Biggest reason why Louisiana passed a law stating if you couldn't get the job done within the timeframe quoted, you had to payback all funds given to you.
