Which is why not even having a surplus of tests by now to provide better data ranks high on the list of total failures in better dealing with this.

another guy who cant do arithmetic.
the race is to invent test and produce vaccines and even cures before the number of cases that need ventilators exceed the supply.
there is no way to assume 800 will be enough if people continue to do business and
mingle as if theres nothing going on.

So clearly this is not a good answer because viruses appear in clusters and not evenly dispersed across a state.
However, if you take the current data set - ~5% of confirmed cases need a ventilator - and extrapolated it out, it would mean that when Alabama hit 16,000 confirmed and current cases, it would hit the 800 ventilator threshold.
