Yes you can. The police may question you. But you can. We live in the united states of America, not a police state. Although some would Rather us be a police state.
I have called the police before for similar reasons. The police said they could come out and question the teenagers. But they also made it clear that there was nothing else they could do alynless a crime was suspected.

She she did not break a law by hosting a party. It was not Illegal. She broke a HOA rules. Police cannot enforce those.

probably not but HOA can make her mom's life rough. but i'm sure they'll be called racist for doing so. and she'll step on an american flag to prove a point because she is being forced to follow rules she signed up for.

He really felt the pressure on this and folded like a wet paper towel looking at the blowback that was coming.
But, seriously and honestly though, he did the right thing here and removed himself from a toxic situation and his dept and the town of McKinney benefit from this and they can defuse it before it gets worse. That's a pretty selfless decision.
