Sure, but she also has to weigh how much it will cost the taxpayers - let's not forget that she's just a politician telling people what they want to hear. She could've forced a retirement behind the scenes. She can't really have "ducks in a row" if she doesn't know when he's leaving, but I assume, based on her previous events that she wasn't going to start looking until she needed to.
I will make a prediction that her first chief won't last very long. She'll get him to do some dumb shite then throw him to the wolves when it backfires.
