I tend to agree. That many people should not have lost power. Most of that blame has to be on CenterPoint for lack of infrastructure design, maintenance and foresight. They fricked themselves in that regard and once they did, no amount of staging or a better rebuild plan was going to get 2 plus million people's power restored in 3 days.
My only caveat is they are dealing with an extremely fast growing metropolis with an above average energy need going to the industrial and commercial sector on a flat coastal plain that was prone to flooding even before it was paved over. During that growth, the average amp service to a new residence went up over 50%. I can only imagine it was the same for commercial. Municipalities allowed and continue to allow developers and builders to run service lines overhead in heavily treed areas.
CenterPoint certainly deserves to get roasted, but there are others who need to be held responsible as well.

Look around it is 2024 A.D. The electric providers are trying to maximize shareholder dividends and they should. What they should not do is neglect their product. They are cutting corners on maintenance and will not hire enough staff to maintain that their product is delivered. No extra money for linemen and engineers that can bring their business into 2100 A.D.

If most lines in the Houston are overhead, it comes down to the lack of tree trimming maintenance. 80 MPH winds aren’t snapping half decent power poles without trees falling and causing the damage. I know from personal experience that people love trees and don’t want them cut back until those same people go a week without power. After that, it’s cut them to the ground.

Nothing you posted says they can do it without permission. If the property owner says no, they cannot cut it. If its in an easement or servitude, they would have to get a judgement to be able to enter the property and cut it without permission.
