Bump fire is a method to manipulate a semi automatic. Not familiar with the exact process, but they sell "bump fire" stocks you can put on. It's 100% legal. Yes a modification.
But like I posted in another thread you don't need a bump fire to manipulate a AR. You can do this by putting your thumb in front of the trigger and pulling forward on the rifle while it's positioned at your hip. Also known as "hip firing". Never knew this till a friend showed me.
For people saying military weapons, well even A4, M4 and other platforms don't even have full auto it's 3 round bursts.

Slide or bump fire stocks are legal, although probably for not much longer. They are spring loaded rifle stocks that utilize the recoil of the weapon to allow you to "pull" the trigger continuously.
ETA: This is a stock photo from the slide fire website. You can see how the butt slides. When you fire it, you basically hold your finger steady and the rifle will continue to fire.
