Fourth floor sounds too low to be a good shooting spot though.

As far as I know, LVPD said They believe it to be one shooter and that's what Fox is using.

The periscope of the guy who was at the Delano I posted when the shooting was happening confirmed it was on the 32nd floor (he went to the rooftop lounge and saw the shooting) the MSM is just confirming that it was the 32nd floor and not the 20th floor.
