I could be talking out of my arse, but I believe it means they can't officially endorse her, so you have to do so in a private prayer thing. I'm not Catholic. Don't know their names for stuff.

When we act spiritually on behalf of each other it's done through a theological concept of intercession in the Body of Christ, the Church to God the Father.

Protestants have a similar Holy Spirit pull to bring the Body of Christ together. They just call it something different. Fellowship.
