Not doubting you and maybe I misread something but I didn't see that the officers were arrested in the link.

What happens if a cop is involved in a shooting and refuses to write on it? Is that what has happened here?

I actually agree with this. A smaller town does not have the budget to properly train and supervise their officers. The job is very technical and officers have to be continually trained. It's best left to Sheriff Departments.

No report was issued by the marshals as far as I know besides a preliminary statement.

They had been refusing interviews by LSP even as of tonight.

No that's not what happened. State police were called in and they are sorting through the facts and the falseness of the parties statements.

Side bar what word should be used there. Falseness doesn't sound like proper grammar

Edited: the police involved refused statements so state police will continue invistgate accordingly

Sheriffs dept is good but at this point shouldn't the state police be involved. It's too close too home for sheriffs office and someone else took over and IMO it was necessary for the integrity of the case

I'd guess you're looking at several different things.

Failure to do a report could likely constitute as malfeasance.

You also have the investigation into a shooting. Like any other homicide state police have done an investigation into a shooting ( the occupation of the one pulling the trigger does not matter). LSP may have done their investigation and determined based on evidence that it was in fact murder or at least manslaughter
