Manchin Pushes Defense Production Act for Natural Gas Pipeline

White House Press Secretary Jen Psaki on Thursday signaled that the White House isn’t inclined to tap the Defense Production Act to spur energy production.

“It would basically be providing money to oil companies to do something that they already probably have the capacity to do,” she said.

The pipeline is more than 90% complete but has been challenged by environmentalists, and a federal court in January rejected its permit to cross a national forest.
Even if it is completed, there is limited capacity to export American natural gas -- particularly on the U.S. East Coast, where the nearest facilities to liquefy the fuel and prepare it for overseas shipping are the Cove Point terminal in Maryland and the Southern LNG facility in Georgia. Even once fully permitted, new LNG export terminals take years to build.

Manchin during a hearing earlier in the day urged both the administration and the oil and gas industry to “step up to the plate, stop pointing fingers, take action, and get it done” on boosting oil and gas supplies, and urged the industry to put production ahead of profits.

Couple of my takeaways here:

1- The Biden Administration's Press Secretary continues to go appear to go out there and misstate the facts, sort of like the line about 9,000 unused permits or undrilled leases they keep repeating with zero context. In this case, she states the administration does not see the need to help industry financially on a project they already have the money to complete. Fine. But the next paragraph in the article clearly states that this pipeline is (maybe ALSO with financial challenges) being held up by environmentalists' challenges in court.

2- I'm really starting to hate these "counter arguments" by some leftists in politics and the media where they claim "but this pipeline wouldn't help the current situation because it would take some time to get online". No ____, Sherlock. Just like saying having the GOM lease sale now (or reinstating what that judge cancelled) wouldn't help the current situation. No, it won't, but it can damn sure hopefully put us in a better position down the road in regards to energy security.

can i ask a couple of dumb questions on the topic?

- when we say “permits” - does that mean there are 9,000 leases that the o&g companies have the permits to start drilling on? or does that mean, they just have the leases for 9,000 properties but still would need to apply for permits, which can take anywhere from 2 days (Texas) to up to a year to acquire? I ask because some times i see “leases” being used and other times i see “permits” being used.

- Correct me if i’m wrong, but even if we have permits for 9,000 leases that doesn’t mean shite. Doesn’t mean they would be productive leases necessarily right? Or can we assume for these leases and the technology these days, there isn’t much guess work. And regardless, isn’t it still less than 10% of production comes from onshore leases anyhow?

- last dumb question, even if we had the leases, permits required, and we knew it would be a productive lease - it would still take quite a while to get the equipment, manpower, pads, etc out there to the lease before it would be productive? What’s kind of the average timeline from Day 0 to Day X to do so? My point is, some of the folks pushing for us “ramp us US production” don’t understand that we still wouldn’t see a difference at the pump for months right?

Oil prices are driven by futures markets (to a large degree). Even the administration posturing and attitude towards being supportive of oil & gas exploration and production would improve the price per bbl.

This.. If this administration eased the rhetoric and the bureaucratic/administrative restrictions that alone would see an immediate effect on the prices. However, the prices fall much slower than they rise.
