Yep. mine is $250k structure and $100k contents. If my house was a total loss $250k wouldn't come close to the cost of a total rebuild.

I'm assuming he's got flood insurance based on my previous post.
I think he should contact his insurance company and request reimbursement for his cost of building the levee, since he probably saved them 10 times that. While his policy language may not actually entitle him to it, he would have a very strong equity argument for it, and the insurance company might be willing to spend $10k (or maybe at least a portion of it) for the good PR and possibly to give an incentive to others who might find themselves in the same position.
ETA: An even better idea would have been to call the insurer first and say "I can spend $10k to protect the house with a levee and you can reimburse me, or I can spend nothing and let you replace/repair the house and its contents when it floods. What do you want me to do?"

Being on the news is about the worst thing he could have had happen too. EPA doesn't like people fricking with water anymore and he is/will likely going to have to deal with them sooner than later. He might have talked with some local EPA people that told him he could do it temporarily and then take it back down.
