I know this may be a long shot but possibly wildlife and fisheries. i'm sure they could get a canoe out there pretty quickly and help you out. they probably don't do those types of things on a regular occurrence but under the circumstances I bet they would help

why not go lower the boat and take it out the slip
tie a rope to the boat from either a tree or your dock and let the boat rise and fall with the water

depend if there's bracing running horizontal to the edge of the roof. If I were her and you I would do my best to get that thing out of there.
