No but a privately owned Marina can. Don't think they can kick him out of a bay, but they can reuse to let him tie up to their overnight mooring lines.

Is even that legal? I'm sure it wouldn't fly if it was a rainbow flag or some other flag the private owner didn't like.

So the USVI is against the First Amendment rights of private citizens... I think the infatuation with the confederate flag is absolutely stupid, but frick the USVI for trying to curb freedom of speech.
