So when I get pulled over and my phone is "dead" or "I left it at home" do I get a ticket or not? What's the point of an app if it doesn't replace the requirement for a physical license. Louisiana gonna Louisana with this pandering. Next will be its racists cause some cant afford a phone and now are further disenfranchised.

Hell no. If you have ever dealt with some of the state computer systems you'd realize how truly stupid this idea is.
Someones nephew will design a program for the state that cost several hundred million dollars and never work. Mean while you could get some app designer to develop the program for a few thousand bucks.

The bill provides an option to use an electronic license while operating a vehicle, like proof of insurance on your phone. If you don't think it will work smoothly--and it might not--you could just ignore that you have the option.

You've never worked on a government contracted job if you think a few thousand bucks can buy a fully functional, reliable, secure solution to anything that they want.
Sure, a competent developer can build a site that can process payments and deliver a pdf for that amount.
When you're working with the government, you generally have to avoid all open source due to security concerns. You have to comply with government policies such as ADA. You have to build it to support people who have virtually no access to the modern technology that they are attempting to use.
On top of all of that, you have to work on the government's schedule which is probably the biggest bottleneck. Once you get past all of that, you have to teach people who have had the same daily routine for the last 30 years how to use and support this brand new system.
I'm not saying the contractors aren't to blame but there are definitely problems and strict requirements on both sides that lead to the exhorbatant costs that you always hear about for government projects.

I lost my DL a while back but had a picture of it saved on my phone. Everyone excepted the picture, even the banks said that was a great idea. (lol) American Airlines sold me flight tickets in person using it, and when I went to board the next morning tsa said no.

But they refuse to update to a federally approved license that will allow airline travel without a separate ID.
